The Waorani to Guard the Forests of Yasuní Park

The object is for the Waorani to assume greater responsibility for the conservation of Yasuní National Park. Towards this end, a delegation of that Amazonian community met yesterday in Quito with various representatives of the government.

According to the coordinating minister of the environment, Juan Martínez, the purpose of the meeting was to define the plan of action. One of the agreed-upon actions is to study the possibility of training members of the Waorani community as park guards. Another is to define the sites for checkpoints to control illegal logging within the park.

The guard positions will rotate among members of the various Waorani communities from Orellana and Sucumbios.

Martínez insisted that this is part of the Protection Plan for Uncontacted Peoples, launched last April by President Rafael Correa. Therefore, the third action agreed upon yesterday is that the state establish an inclusive policy for general health and education for the Waorani communities of the Amazon.

The coordinating minister maintained that the principle idea is that the state assume its responsibility - protecting the uncontacted tribes - in isolated areas.

Within 15 days, the various parties will have the plan of action ready, so it can be unveiled to the communities.

At the same time a method of financing will be established, with the support of groups such as Ecorae, the Ministry of the Environment, and others.

For their parts, the Ministry of Defense and the Environmental Police will be in charge of preparing potential park rangers, in addition to the methods of external control.

Meanwhile, yesterday afternoon the twenty Waorani who had traveled to Quito met with Vice President Lenin Moreno and with the minister of the government, Gustavo Larrea.

Los huaorani serán los vigilantes de los bosques del Parque Yasuní

El objetivo es que los huaorani asuman una mayor responsabilidad en la conservación del Yasuní. Dentro de ese proceso, una delegación de dicha comunidad amazónica se reunió ayer en Quito con varios representantes del Gobierno.

Según el ministro coordinador del Ambiente, Juan Martínez, el propósito del encuentro fue definir las pautas de acción. Entre los puntos acordados está: estudiar la posibilidad de preparar a miembros de las comunidades huaorani como guardaparques. Así también, junto a ellos se definirán los sitios para el control de la tala ilegal de la madera dentro del Parque Nacional Yasuní.
La vigilancia será rotativa con la participación de los miembros de las diversas comunidades huao de Orellana y Sucumbios.

Martínez insistió en que esto es parte del Plan de Protección de los Pueblos en Aislamiento Voluntario, lanzado en abril pasado por el presidente Rafael Correa. Por eso, la tercera pauta acordada ayer se refiere a que el Estado establecerá una Política inclusiva en temas de salud y de educación en general para las comunidades huaroani de la Amazonia.

El Ministro coordinador sostuvo que la idea principal es que el Estado asuma sus responsabilidades donde antes no ha existido, sobre todo en las zonas aisladas. Es decir, proteger a los pueblos en aislamiento voluntario.

En un plazo de 15 días, los diferentes actores deberán dejar listo el plan de acción para que sea socializado ante las comunidades.

Al mismo tiempo se establecerá el mecanismo de financiamiento. Para eso se contará con aportes de entidades como el Ecorae, Ministerio del Ambiente y otros.

Por su parte, el Ministerio de Defensa y la Policía Ambiental se encargarán de capacitar a potenciales guardaparques, además de las medidas de control externo.

Mientras tanto, la tarde de ayer los 20 huaoranis que se desplazaron hacia Quito se reunieron con el vicepresidente Lenin Moreno y con el ministro de Gobierno, Gustavo Larrea.
